Chinese President Xi Jinping announced this initiative at the SCO Ufa Summit. Launched by All-China Youth Federation, it aims to present the Shanghai Spirit and the vision for a community with a shared future for mankind, consolidate the public support for friendship in SCO member states and neighboring countries, and create a platform for SCO youth to engage in the Belt and Road Initiative. Since the SCO Qingdao Summit in 2018, Shandong Youth Federation has organized SCO Youth Exchange Camp for three times and enhanced youth exchange and cooperation among SCO member states and observer states by holding youth forums, thematic tours, business talks, and other events. Bearing in mind the needs of projects, Shandong will facilitate the launching of SCO Youth Entrepreneurship Exchange Base and China-Russia Youth Entrepreneurship Incubator in the province.
